Casa Verde applications: documents and past mistakes
Documents required in past AFM sessions, why applications were rejected and which paperwork you can prepare in advance. A future programme may have different rules; see our Casa Verde page for funding status.
This Casa Verde application guide covers documents required in past AFM sessions and mistakes that led to rejection. These are historical rules, not requirements for a future programme. For funding status, see our Casa Verde heat pump funding page.
The programmes that funded heat pumps
Heat pumps in private homes were funded through two AFM programmes. The rules changed from one to the next, so the table shows each separately.

Classic Casa Verde: little money, lots of paperwork
AFM says more than 30,000 projects by private individuals were completed between 2010 and 2017. In the October 2016 session, the last one described on the programme page, 12,028 applications were filed. The 2016 guide (Order 1817/2016) paid at most 8,000 lei for a heat pump, excluding air-to-air units, which are air conditioners. You could not combine two project types on the same property: it was either solar thermal panels or a heat pump.
Casa Eficientă Energetic: a heat pump only as part of a package
The 2020 programme did not fund a heat pump on its own. It funded an energy renovation: insulation, windows, heating, lighting, ventilation. A heat pump was one eligible cost among others. The grant depended on how much consumption dropped after the works: 40,000, 55,000 or 70,000 lei, for cuts in final energy use and emissions of at least 40, 50 and 60%. For the top tier, mechanical ventilation with heat recovery was mandatory. The session closed on 15 December 2021 and its budget was cut from 429 to 130 million lei, according to the decisions published by AFM. It has not reopened since.
Why applications were rejected
AFM publishes the lists of rejected applications with the reason for each. We read the ones for Casa Eficientă Energetic, for example the list published on 21 December 2023. Almost no file failed because of the heat pump. They failed on paperwork:
- The tax clearance certificate was missing or had been issued after the date of registration in the online system. Documents had to be valid at registration, not when the file was posted.
- The energy performance certificate and the audit were done after registration, when they had to be done before.
- The house was co-owned, or was joint marital property, and the other owner's consent was missing.
- The application did not include every measure proposed in the energy audit, such as floor insulation or the LED lighting the auditor recommended.
- Costs were not listed under the names used in the guide, so it was unclear which heating system would be bought.
- The top funding tier was requested without the heat recovery ventilation it required.
- There were two dwellings on the plot and the cadastral number of the one being renovated was left blank.
- The audit report showed only the year, not the full date, so its validity could not be checked.
The guide spelled out what led to rejection. The personal ID number in the online system had to match the ID card, any missing or expired document sank the file, and you got one chance to add missing papers, within 10 working days. The 2016 Casa Verde was stricter still: an incomplete file was not even registered, nothing could be added after registration, and a handwritten or corrected application was rejected.
What was required of the heat pump itself
- Both guides accepted heat pumps except air-to-air units.
- The equipment had to be new, and the beneficiary signed a statement saying so at settlement.
- Under Casa Eficientă Energetic, the heat pump had to appear as a measure in the audit report, and its effect counted towards the energy savings.
- At settlement you needed declarations of conformity, quality and warranty certificates, the handover report and, for renewable energy systems, the commissioning report. Any document in a foreign language needed a certified translation.
We found no list of approved heat pump models in the 2016 and 2020 guides. A new guide could introduce one, so check when it comes out.
One rule catches many people out: in both programmes, only costs incurred after approval, or after the funding contract was signed, were eligible. If you bought the heat pump first, that invoice was not reimbursed. We don't know what the next guide will say, but if you are counting on funding, keep this rule in mind.
What you can prepare now
We cannot promise the next guide will ask for exactly the same documents. This list collects what past sessions required. Some papers expire, so timing matters:
- Land registry in order. The house must be registered in the land book in your name, with a cadastral number. If a building is unregistered or an inheritance is unfinished, deal with it now, not in the week a session opens.
- Co-owners' consent. If you own the house with a spouse or siblings, talk to them now. One person applies, but with everyone's agreement.
- Debts to the state. Pay any arrears to the town hall and to ANAF early, so the tax certificates come out clean.
- Land book extract. It had to be no older than 30 days, so get it last, right before registering.
- Tax clearance certificates from the town hall and from ANAF, valid on the registration date. Get these at the end as well.
- ID card, valid at registration, and proof of your bank account.
- Energy performance certificate and audit, if the new programme looks like Casa Eficientă Energetic. Don't get them too early: they had to be no older than 6 months.

What we prepare for your file

- the equipment data sheet in Romanian, signed off by the importer;
- the manufacturer's CE declaration of conformity, as a certified copy;
- the heat demand calculation for your house, not a generic model;
- a firm, itemised quote, in the format AFM requires if the guide sets one;
- the equipment eligibility statement, signed by us as importer;
- the handover report after installation, for the settlement file.
You get the warranty certificate anyway: 3 years on the unit and 5 years on the compressor, as set out on the warranty page. Personal documents (land book, tax certificates, ID) are yours to obtain. We don't submit the file for you, because the owner is the applicant.
Frequently asked questions
Is there a Casa Verde programme for heat pumps right now?
No. On 26 September 2026, no session funding heat pumps for private individuals was open on afm.ro. The 100 million lei line announced in the 2025 budget never reached a guide or a session.
I read that the state pays 30,000 or 40,000 lei for heat pumps. Is that true?
Not for heat pumps. 30,000 lei was the cap under Casa Verde Fotovoltaice, for solar panels. 40,000 lei appears on afm.ro under Casa Verde Plus, the home insulation programme.
If I buy a heat pump now, can I claim the money in a future session?
Not under past rules. Only costs incurred after approval or after the contract were reimbursed. If you want the heat pump now, plan without the grant. If you want the grant, wait for the guide and read the rule on when costs count.
Was an air conditioner (air-to-air heat pump) eligible?
No. Both guides explicitly excluded air-to-air heat pumps. Other heat pumps, air-to-water included, could be funded.
Which documents can I sort out now without them expiring?
Land registration, co-owners' consent, paying off any debts to the state and the heat demand calculation. The land book extract, the tax certificates and, if required, the energy certificate and audit expire, so leave those for last.
